City takes first step on pipeline easement agreement for Seymour Road property

Staff explained the easement would run along the western side of Seymour Road across largely flood-prone city land and that the agreement is intended to permit the utility work without affecting future city plans for the parcel. No final easement conveyance occurred at the meeting; this was a first-reading approval to return for a subsequent vote after required notices and procedures.
