A staff member (identified in the meeting as 'Debbie' by the chair immediately before her remarks) presented the commission’s five-year regulatory review, outlining proposed amendments across multiple regulatory sections. The presenter said the amendments include changes to references (such as removing repealed fire prevention and building-code references and a Penal Law citation), updates to section numbers and additions to improve management of incarcerated persons and special housing units.
"They consist of the amendment of sections 7005270 and 5.3, and 7,009.6, which is needed to provide for better management of incarcerated individuals and special housing units," the presenter said, reading a list of sections and explaining that public comment was invited and none were received. Staff recommended continuing the regulations as necessary to provide a safe, stable and humane correctional system in New York.
