City staff explained the revenue flow — a 1.5% state lodging tax and an 8.5% county lodging tax (of which the city receives a portion) — and said it seemed unfair for the Murphys to also have to pay the city's STR fee in light of that taxation. Staff also noted some ambiguity about whether the property qualified as commercial/motel and the county’s role in inspections. A councilor moved and the refund was approved by unanimous voice vote.
The action will be recorded in the city’s refund records and the amount is noted as $1,870.56. Staff and council discussed inspection responsibilities (fire, smoke detectors, septic) and whether county inspection programs apply to smaller motels and STRs.
