Planning & Zoning Commission recommends approval of Aspen Valley Health's Beaumont affordable housing project

The Planning & Zoning Commission on March 4 recommended that City Council approve Aspen Valley Health's proposed redevelopment of the Beaumont at 1301 East Cooper Avenue, voting to forward Resolution No. 3, Series 26 with the conditions included in the packet.
Commissioner Ken moved to approve the resolution "subject to the conditions set forth in the resolution," a motion the board seconded and then adopted by roll call. The recorded vote was: Max - No; Charlie - No; Mary Anne - Yes; Eric - Yes; Ken - Yes; Theresa - Yes. Chair McGovern declared the motion passed.
The proposal would redevelop the site from about 25 existing units to 60 deed-restricted, affordable housing units to be owned and operated by Aspen Valley Health (AVH). Staff recommended approval after concluding the project fits the Residential Multifamily (RMF) zone and many goals in the Aspen Area Community Plan, but included conditions to resolve technical items such as transportation-demand mitigation, water modeling and final building permit details.
Tom Macauley, AVH's chief human resources officer, said the project is essential to retain staff: "This project is crucial, and on top of our list for practical initiatives that we can drive" and described the redevelopment as "a must have." City planner Jeffrey Barnhill told the commission staff finds the rezoning appropriate and supportive of public safety and health goals, while noting that the Transportation Impact Analysis needs additional mitigation.
With the recommendation, the project will move to City Council for final action; staff said the packet, minutes and the commission's recommended conditions will accompany the council hearing.
