Adam Smith and other community supporters described the measure as a local tool similar to school or construction zones where special signage and increased fines could be used to improve bicycle safety and connect neighborhoods to greenways. "So what is Lenny's Law? As I mentioned, it's called a bicycle safety zone," Smith said during public comment, describing examples of signage and modest enforcement measures.
When the council moved to accept the consent agenda, the resolution was carried with the consent vote. Staff said the resolution is primarily a statement of support and that any implementation of local bicycle-safety zones would follow statutory and MPO processes.
