Trustees spar over paying mechanic; board debates contractor insurance requirements

During the bills portion of the agenda Trustees debated two invoices for motorized-vehicle maintenance submitted by David Wheeler, a mechanic who worked on Village equipment. Trustee Perchinski moved to pay all bills except two for David Wheeler; after discussion about whether outside contractors must carry insurance the motion failed on a roll call vote (Trotier aye; Hanus, Kaminski, Thurmond and Perchinski no). Trustee Thurmond then moved to pay all bills as listed and the board approved that motion by unanimous roll call.
Trustees raised checks-and-balances concerns about inviting individuals to perform work on village property without evidence of insurance. Village Attorney Vlado Vranjes advised that requiring insurance is sound business practice. Mayor Joyce stated the contractor agreed to provide paperwork and that the work in question had already been completed. The minutes do not state whether David Wheeler later submitted insurance or whether the board imposed new contracting procedures.
