Council members asked staff to produce a report and check whether the services were procured and whether a contract exists. City Manager Peter Zanoni said staff would follow up and noted many of the charges were for overnight services; he asked procurement to confirm whether proper bidding occurred and to report back on the animal-care director recruitment.
