Dobbs Ferry approves EV-charger locations and sets $0.35/kWh fee; construction to start late August

The Board of Trustees approved final locations for the village’s county- and Con Edison-funded electric vehicle charging project and adopted a per-kilowatt-hour fee for public charging.
Village administrator Michael (Mike) Neffel told trustees the project will install 22 charging ports at the waterfront lot (11 charge stations with 22 ports) and 10 ports at Village Hall, for 32 ports total. "Site work is estimated to begin on August 24, with visible construction wrapping up in late September," Neffel said, and he added that energization and ChargePoint activation are expected in November, subject to utilities scheduling. Neffel also noted the program is reimbursable and that the village will need to manage contractor invoices until reimbursements arrive.
After discussion trustees approved the revised locations and a proposed fee of $0.35 per kilowatt-hour for charger use. The board also removed two planned street-side chargers following county planning recommendations and declined to add an overstay fee because the charger locations are shared-use parking and the trustees preferred not to impose an extra turnover surcharge.
