The Astoria City Council voted May 4 to approve an intergovernmental agreement (IGA) with the Oregon Department of Transportation to carry out an ADA curb ramp compliance project across the city.
City staff told the council the statewide ODOT program will include roughly 125 ramp replacements affecting about 30 intersections in Astoria, with construction expected to begin in July 2026. "In the city of Astoria, we have roughly a 125 ramp replacements affecting 30 intersections," City Engineer Nathan Crater said during the presentation. Staff said ODOT and the city worked to reduce disruption in the historic downtown by leaving vaulted sidewalks intact where possible and using spray-on truncated domes colored brick‑red rather than bright yellow in sensitive districts.
Councilors pressed staff on maintenance and liability during and after construction. City staff said the agreement keeps post‑project maintenance responsibility with the agency or property owner determined by city code and that contractors handle site control while work is underway. Councilor Davis moved to approve the IGA and authorize the city manager to execute it; the motion was seconded and the council carried the approval by voice vote.
Why it matters: the work will alter pedestrian crossings across downtown and other neighborhoods to meet ADA standards and uses design exceptions in historic areas to reduce visual impact.
