Mayor Rachel Richards proposed a joint housing summit with APHA, the school district and other valley partners to address long‑standing policy questions (rightsizing/downsizing, APHA returns and stability, the 3% appreciation cap). She framed the event as a way for elected officials to take up policy tradeoffs rather than leaving complex questions solely to staff or APHA.
Elected members agreed housing is a high priority but differed on format. Some (including Sam and others) suggested preparatory work sessions and a narrowed agenda of APHA policy questions to ensure efficient use of elected officials' time; others urged a broader summit that includes down‑valley jurisdictions, a parcel‑level site analysis and discussion of state legislative risks such as the HOME Act and short‑term‑rental reforms. Staff will work with boards to refine scope and return recommended agendas.
