Aspen council approves phased increase for banner and flag fees; staff recommended full increase

Council members debated whether to implement the full increase at once or phase it in to reduce impacts on nonprofit users; Councilor Bill moved to approve Ordinances 1 and 2 and Ordinance 3 version B, and the council approved the motion on a roll-call vote (all present voted Yes). Council directed that further fee adjustments could be handled through the regular fee-ordinance update in the operating-budget cycle so a separate ordinance next year would not be required.
