Board adopts certification rules for computer-based voter registration systems

Staff presented a new certification scheme for computer-based voter registration systems designed to ensure consistent data formatting and cybersecurity across local election authorities. The rules would create a process to review and certify systems in use, set biannual reviews for continued compliance, and clarify vendor and election-authority obligations in the event of a data breach.

"It first establishes minimum formatting and cybersecurity requirements for data contained within and shared by local voter registration systems," the staff member said, and added that certification is required for continued access to the Illinois Century Network and failure to comply "may result in disconnection from the Illinois Century Network." Board members thanked technical staff and then moved and passed the rules for filing with JCAR by roll call.
