“This final hearing follows our conceptual review from October,” Milo Stark of Kim Raymond Architects told the commission, outlining a plan to remove non‑historic additions, restore the relocated historic house to its original footprint, temporarily move the structure on‑site during construction, and build a new second unit behind the resource. The applicant requested that the commission include a recommendation to City Council to allow severing one TDR (described in the packet as 250 square feet of floor area) to preserve the resource and mitigate future on‑site build‑out.
Staff recommended approval with conditions, noting the project remains subject to City Council action on any TDR severing. Staff’s presentation detailed how a previously granted light‑well exemption reduced the project’s calculated floor area, enabling the requested TDR. Staff also recommended conditions to ensure that if historic material is not salvageable it be replaced in‑kind and that certain installations be subject to staff/monitor review.
Commission discussion focused on materials and review conditions. Commissioners asked for a south‑facing roofing mock‑up to evaluate the proposed Enviro composite shingle’s appearance and installation, and required staff‑monitor review of the rear deck materials and details. Chair moved and the commission approved the resolution with the added conditions by roll call vote (Roger, Jody, Duncan and Cara recorded as yes). The commission assigned Roger and Cara as monitors for the project and left tree‑by‑transformer language out after Parks/Utilities comments.
Next steps: the HPC’s recommendation will be included in the council packet; City Council retains final authority on TDR severing and any deed restrictions recorded at closing.
