Board approves filing of Address Confidentiality Program rules with JCAR

Board staff presented proposed new rules (part 2-16) to implement confidentiality protections for Address Confidentiality Program (ACP) participants. The rules would omit ACP participants' names from voter registration lists, set a secure information-sharing framework among the Attorney General's office, the board and local election authorities, and outline a redaction process for disclosures such as contribution reports and nomination petitions.
"JCAR, does not like some of the language we proposed for rule section 100 dot 1 85 c, that gave the board the ability to reduce the civil penalty upon good cause shown," the staff member said, adding that JCAR believes there is no statutory authority for that provision. Staff advised the board that to secure JCAR approval they must remove language allowing the board to reduce or waive civil penalties.
After brief member thanks to staff and outside contributors, the board moved, seconded and approved filing the ACP rules with JCAR by roll call.
