Wake County approves lease with Capital Broadcasting and $8.5M in initial stadium funding

Wake County commissioners approved Nov. 3 a lease agreement with Capital Broadcasting Company (CBC) to operate the Zebulon stadium and authorized transfers to fund initial capital improvements.
Emily Lucas of the county manager’s office said the agreement gives CBC the lease and operating rights while the county and the town will receive lease payments totaling $710,000 over 10 years and a share of future naming-rights revenue (25% the first three years, 50% thereafter). CBC will host a coastal-plain league baseball team and other sports; Lucas described proposed investments of roughly $8.26 million for field replacement, new lighting, reconfigured seating and other fan-facing improvements. "These are concepts," Lucas said, noting the county will hold responsibility for structural maintenance and establish a capital repair fund to cover them.
The board also voted to accept a lease-termination and rent payment from the previous tenant and approved a transfer of about $8.5 million from the county's capital fund to start improvements. Commissioners asked about timelines and accessibility; staff said priority work will ready the field and lighting for 2026 team play, with more extensive improvements possibly continuing through 2028 depending on priorities. The motion combined approval of the lease, acceptance of termination/rent payments and the CIP transfer and passed by voice vote.
