A procedural conflict disclosure led one council member to step out briefly so legal staff could evaluate a disclosed storage‑space rental relationship with an applicant's landlord; the council agreed to ask all applicants to provide additional confidential financial details to the attorney's office before the regular meeting where final deliberations will occur.
