Commission approves Kingdom Vision Christian Center site plan with conditions

The Ravenel Planning & Zoning Commission voted 4–0 on Aug. 6 to approve a site plan for Kingdom Vision Christian Center at 4777 Savannah Highway, allowing the applicant to proceed with local zoning permits once outstanding conditions are satisfied. Staff presented the site plan review and identified required elements that must be submitted or clarified, including a lighting plan, landscaping and signage plans, and screening for trash receptacles.

Applicant representatives (identified in the record as Doug Hunt of Christian Associates Destruction and Pastor Kevin Brown) clarified that the proposed building is 15,000 square feet (100 by 150 feet) and that the project will be completed in phases. The applicant said an electrical engineer will design parking and site lighting and that they plan to retain natural vegetation where possible as a buffer. On parking, the applicant stated the site provides 103 spaces (above the 90 spaces required) and indicated five accessible (handicap) spaces; commissioners asked staff and the applicant to verify accessible‑parking counts and to provide a landscaping plan before final permitting. Staff and commissioners also discussed wetlands, a proposed dry pond for stormwater, septic testing for on‑site septic fields, and the need for any required state or federal permits where wetlands are affected.

The motion to approve included the staff conditions (landscaping, lighting, signage, screening and accessible parking compliance). Following the 4–0 vote, staff confirmed the approval allows the town to issue the local zoning permit; the item does not require Town Council review.
