Commission backs Cedar Grove mixed-use plan, debates TIF and delinquent taxes

The Robertson County Commission voted to approve Resolution 072026064 on July 20, which authorizes economic development plans for the Cedar Grove mixed-use development and supports using Tax Increment Financing (TIF) for infrastructure improvements.
Adam Clark, who presented the budget committee's recommendation, described the development plan and the infrastructure the TIF would support. During debate Commissioner Gina (identified by her remarks during the discussion) raised concern about a long list of delinquent taxpayers in the packet and suggested that the county make developers and property owners with unpaid taxes ineligible to apply for building permits: "If they're not gonna pay their taxes, they don't need another building permit," she said.
Supporters and staff detailed expected TIF-funded work — sidewalks on both sides of the corridor, turning lanes and upgrades to lighting — and projected that the development will increase property values and long-term revenues to the county once infrastructure is completed. Commissioners discussed projected revenue flows, the distribution of revenue to debt service and schools, and the tradeoffs between near-term incentives and long-term returns.
After discussion the commission called the question and recorded the vote; the chair announced the resolution passed by recorded vote.
