Dr. Meyer briefed the board on state-level proposals that could affect the district's capital planning.
He said proposals would make renewable-energy and electric-bus infrastructure eligible for building aid, raise the small capital outlay threshold from $100,000 to $250,000, and create a potential pathway to Excel facilities funding for projects approved prior to 2028. "So if our capital project were to pass, we potentially could qualify for Excel funding," Dr. Meyer said, noting the deadline is approval by 2028, not construction completion.
Hayden added that the assembly and senate differ on some specifics but that incentives for bus garages and charging stations were included in one legislative proposal. The board asked clarifying questions about timelines, waiver opportunities and whether the district should pursue a capital project at this time; presenters said they would continue planning and update the board as proposals are finalized in the state budget.
