Nonprofit Thelma Gibson Health Initiative urges support after funding cuts

Miss Barton, representing the Thelma Gibson Health Initiative, told the authority the nonprofit has served South Miami residents for more than two decades and provides senior programming, HIV outreach, testing and referrals.
"We have been serving the residents of South Miami for over 23 years," Miss Barton said, and added that "we lost $120,000 in particular" last year when state funding for their HIV program ended. She described services at the senior center, partnerships with the University of Miami for mental health counseling in English, Spanish and Creole, and a reliance on program funding to pay outreach workers and counselors.
A board member who invited the organization told the authority the group appeared to meet statutory criteria for nonprofit human health-service agencies and suggested they would be a suitable recipient for some of the surplus funds. Miss Barton asked the board and commission to "please, consider us" when the City Commission discusses allocation.
The nonprofit's request was heard before the authority voted on the resolution to donate surplus funds and transmit the 2025 annual report; board members said the City Commission will make the ultimate allocation decision.
