Partial Garrity Boulevard closure expected during repairs; city coordinating with ITD

John Spencer told the council that the water main rupture lifted and displaced asphalt beneath the interstate, and that the extent of required road rebuilding is still unknown until crews excavate and assess the subgrade.
“This is within ITD right of way, so we have to meet the ITD standards for the road rebuild and the compaction standards,” Spencer said. He added that the city is working with ITD and the agency’s contractor, who is already on site to help with road repairs. Spencer said his current understanding is that the closure will be partial, with northbound access available and southbound lanes likely restricted while work proceeds.
Council members asked whether the closure would be full or partial and how traffic access would be maintained; Spencer reiterated the partial‑closure expectation and cautioned that construction limits and asphalt removal needs could change the traffic plan. The city will coordinate traffic control, and Spencer said additional public information will follow once construction limits and materials needs are clearer.
