City: water pressure briefly fell below regulatory threshold; systemwide notice possible

John Spencer, the city’s director of water resources, told the council the system experienced a pressure drop that fell below 20 pounds per square inch, which triggers a public‑notice requirement.
“That does trigger — it was a very short period of time,” Spencer said, noting he did not yet have the exact duration. Because staff cannot immediately determine how far the pressure drop extended, he said the notice language is being drafted and may be sent system‑wide rather than targeted to a specific neighborhood.
Spencer said staff will work with the water operations team to determine affected addresses and will issue the required notice once the investigation provides clearer boundaries for affected service areas. Council members pressed for clarity on communication to residents and emergency services; Spencer said the city was preparing messaging and that more precise information would follow as crews complete excavation and testing.
