Nampa council declares emergency after 16-inch water main ruptures on Garrity Boulevard

The mayor convened an emergency meeting after a 16-inch water main under Garrity Boulevard, just south of the interstate, ruptured shortly before 1:00 p.m., council and staff said. John Spencer, the city’s director of water resources, told the council crews shut off the line and contractors are working on repairs.
“We got the call in at 12:59,” Spencer said, adding that crews isolated the break and that the full repair — including road restoration — is expected to take at least a couple of days. Spencer said the work will require coordination with the Idaho Transportation Department because the break is within ITD right of way and road reconstruction must meet ITD compaction and section standards.
The mayor read two action items: a resolution declaring a state of emergency pursuant to Idaho Code 67-2808(1)(a) and an authorization for public works and the water department to initiate emergency repairs with an estimated cost of $1.5 to $2,000,000 to be funded through the city’s fund balance and included in a September budget amendment. Councilman Bills moved to approve both items; a council member seconded, the clerk called the roll, and the motion carried.
Council members approved the emergency declaration and the spending authorization by voice/roll call. The city clerk recorded the motion as carried and staff said they will proceed with contractor mobilization and coordinate required permitting and ITD oversight.
The council did not provide a more precise timeline for the restoration of full service to affected customers and staff said more information would follow as crews complete excavation and assessment.
