Planning board adopts weekly electronic 'dump' and seven-day packet rule after complaints about late materials

Board members spent a substantial portion of the Aug. 4 meeting discussing recurring problems with late submissions, inconsistent email distribution and missing transmittal sheets.
Chair Cheryl Valentine told staff the board needs a reliable flow of materials in advance: "Before a meeting, we are requesting 7 full days in advance that we get the information..." Several members said applicants or staff often submit materials too close to meetings, making it hard for volunteer board members to digest hundreds of pages. The board and staff agreed to an operational change: planning staff will send a weekly electronic summary (a "dump" of new submissions) on Tuesdays, and full paper copies (hot copies) for agenda items will be provided at least seven days before the scheduled hearing when feasible.
Members also asked the town to restore access to hard-copy binders for those who prefer them and requested the consulting engineer or DPW representation at meetings where complex technical items are discussed. Planning staff said they will also schedule a workshop on the permitting portal/GIS and set up individual logins to improve access to the file record.
