Bronxville board signals it will defer approval of PA system, asks for enforceable monitoring

In deliberations on Iona University's baseball-field plan, several planning board members said they would be inclined to approve field improvements now but defer any permanent PA (public-address) system approval until the university demonstrates operational controls, noise management and neighbor communication.
One planning board member said the netting, stormwater and traffic improvements accomplish much of the project's goals but that a PA system raises different operational concerns that ought to be assessed after construction and initial operation. "I'm not precluding the approval of a PA system in the future," the member said, suggesting the university earn trust through construction stewardship and then return with an application for amplification that the board could review with measured operational data.
Board members told the applicant they expect noise limits, event signage and enforcement mechanisms to be memorialized during the site-plan review, and that construction-management plans should limit hours, staging and noise. The approach would allow the field renovation to proceed while reserving a separate, conditional review for amplification equipment and its operational protocols.
