Staff described four modification‑of‑standard (MOS) requests: reduced parking minimum, reduction of defined natural‑area percentage while increasing total open space to 15%, allowances for stormwater infrastructure within a proposed historic buffer adjacent to the 1st Missionary Baptist Church (conditional on screening), and allowing utility easements inside the buffer without added offset width. Staff and the planning commission recommended approval with conditions.
Greg Gamble, representing the applicant, told the board the proposals reflect the FHA master plan and that survey work clarified relative finished‑floor elevations compared with the neighboring police station. The board discussed heights, ADA access, and precedent; an amendment specifying a 6:12 roof pitch passed unanimously. The board approved the rezoning, development plan and the four MOS requests and also approved city contract 2026‑0202 for a parkland impact and construction agreement tied to Denson Place.
