Resident urges Franklin board to require applicants to justify vested‑rights extensions

"It is unacceptable for this board to routinely and cavalierly approve these extensions without requiring the applicant to publicly explain why the extension is needed," he said.
Sims cited a development referenced in the meeting records that first appeared at a work session on April 14, 2026 and returned for a vote in May without the applicant attending. He recommended that applicants appear before the voting board, present a plan to meet a revised commitment, identify impacts on deliverables and community benefits, and be prepared to answer questions from aldermen and residents. The board did not take immediate action on his suggestion during the meeting.
