DRB continues amendment for 600 Swift Street recreation park after notice lapse

The South Burlington Development Review Board on Aug. 4 voted to continue consideration of a site-plan amendment for a 68-acre multiuse recreation and athletic facility at 600 Swift Street after staff said the applicant had not completed required notice steps.
The amendment would convert an existing field to turf, expand a parking lot and add a 3,000-square-foot storage and maintenance building. Staff reported the applicant revised parking-island configurations and submitted a landscaping plan prepared initially by Greg Dixon and refined by the city arborist, Nick Gardy; staff also said the updated stormwater plan meets the Land Development Regulations (LDR) criteria. As staff put it during the meeting, “the applicant did not submit their certificate of service and did not send out the abutter notices ahead of time,” and staff recommended a continuance so notices can be provided.
Chair Quinn Mann entertained a motion to continue, and the board voted to carry the item to the Sept. 1 DRB meeting. No members of the public requested to speak on the item at the Aug. 4 session. Staff said they had reviewed the revised technical materials and found the landscaping selection and stormwater measures sufficient for the board’s requirements; specific planting species were selected by the city arborist.
The continuance preserves the board’s ability to review the technical materials and to receive required public notice before the DRB takes a final action. The applicant is expected to return with proof of notice and any final revised materials at the Sept. 1 meeting.
