Board approves small spa and deck reconfiguration at 121 Mahogany Run amid neighbor drainage concerns

The Chesapeake Bay Board voted Aug. 11 to grant an exception for a spa and deck reconfiguration at 121 Mahogany Run (CBPA26-0070), a project the county described as a de minimis increase in impervious cover.
Emily Grojeau said the proposal adds 10 square feet of impervious cover within the seaward 50-foot RPA buffer and that applicants proposed an additional 0.5 planting unit (six shrubs) to meet mitigation requirements. "10 square feet in the c word 50 buffer," Grojeau confirmed in response to board questions; she and the applicant's representative said the small net increase resulted from design revisions that removed other impervious areas.
Chase Grog of LandTech Resources, representing the applicants, described onsite micro-bio retention basins and downstream BMPs that will receive and treat runoff: "Together, these basins will receive runoff from approximately 929 square feet of the roof area," Grog said, adding that the measures will treat runoff before it reaches Long Hill Swamp. Neighbor Jane Banfield voiced concerns about water absorption and asked that most mitigation planting be sited near the pond rather than paid into the fund; she said she did not object to the spa itself but asked the board to consider plantings that address drainage near her property.
Board members called the 10-square-foot increase de minimis and supportive of the applicant's willingness to work with the neighbor; the board adopted the resolution to grant CBPA26-0070 by roll-call vote.
