New 'Veil Rise' program will offer forklift and OSHA training to county inmates, officials say

County jail staff and program partners introduced the 'Veil Rise' initiative during the Aug. 10 Boyle County Fiscal Court meeting, describing a short-term, grant-funded training track that combines OSHA-10, forklift certification and soft-skills training.
A jail representative and the program coordinator said the pilot will train small cohorts (about 10–12 people per session, limited by space) and that the certifications and supportive services represent roughly $3,600 in value per participant — a cost met by grants rather than the county's general fund. "When they show up to that employer, it's about $3,600 worth of certification that the employer does not have to pay," the presenter said.
Officials said the program is intended for nonviolent, eligible inmates and pretrial detainees; participants who bond out may return to complete training. The program includes follow-up and coordination with Bluegrass Workforce Development and local employers to place graduates into jobs that demand forklift and OSHA credentials. The court discussed integrating the program with drug-court and rocket docket dockets to improve reentry outcomes and reduce recidivism.
