Wetlands board approves hand-placed riprap repair at Lavelle Court

The James City County Wetlands Board voted Aug. 11 to grant an exception permit (WJPA26-0005) allowing the hand placement of gabion stone to repair shoreline erosion at 8 Lavelle Court.
Emily Grojean, a watershed planner with James City County, told the board the proposal divides the work into three sections and is designed to avoid vegetated-wetland impacts. "Staff finds that this proposal meets all the criteria outlined before you," Grojeau said, recommending approval with the standard mitigation and permit conditions, including erosion-control measures and a surety requirement.
Applicant Barry Martin, who told the board he is the property owner, said he supported the plan and was available to answer questions. "So, I have no issue with what you've proposed," Martin said during the public hearing.
Board members pressed for details about sediment and erosion control; staff confirmed filter cloth will be installed beneath the stone. After members described the approach as reasonable with minimal impacts, the board adopted the resolution to grant WJPA26-0005 by roll-call vote.
The permit includes standard conditions: obtain other required federal, state and local permits, post a surety to guarantee the mitigation planting plan, and begin construction by Aug. 11, 2027 unless an extension request is filed.
