Planning Board supports adoption of TSDD streetscape master plan and procedural change for future updates

The Planning Board recommended adoption of a streetscape master plan for the Transit Supportive Development District and supported code language permitting subsequent technical changes to be approved by Commission resolution rather than a new ordinance.
Staff said the streetscape exhibit provides construction drawings and design guidance for materials, lighting, wayfinding and street furniture within TSDD. The ordinance would also give the city manager limited waiver authority for unique hardship or improved outcome cases. Board members agreed the approach would speed implementation but discussed funding and implementation options — including the tradeoff between developer‑fronted frontage improvements (implemented as properties redevelop) and citywide capital projects to avoid piecemeal results.
The board voted to recommend the amendment, noting the practical need to coordinate construction drawings, development agreements and project funding as blocks redevelop.
