Committee endorses utility easement and coordination for County Highway M bridge project

The committee reviewed and recommended approval of a joint utility easement tied to the County Highway M bridge project, a county‑led bridge replacement that requires relocation of utilities in the bridge footprint.
Ben explained the bridge is a county project; utilities — including gas, electric, telecoms and the City of Middleton water and sewer systems — must be coordinated and relocated together. He said Strand (engineering) and MG&E have helped lead a joint‑utility plan. “So as part of that, a utility easement will be needed on city property,” Ben said. He added the Conservancy Lands Committee has already approved the easement and a temporary construction easement for materials staging.
Committee members asked about impacts to homeowners where temporary work crosses private driveways; Ben said the city is using MSA as a real‑estate consultant, is acquiring temporary limited easements (TLEs), has begun making offers and will compensate homeowners for hardship during construction. The committee recommended approval of the easement.
