The docket states the guaranteed minimum monthly price is calculated as "$70.00 (daily per-diem rate) x 32 (tweener beds offered) X the number of days in the month." The modification also adds the districts of Northern Oklahoma and Eastern Oklahoma to the IGA and instructs the county to submit original invoices for certification and payment to the responsible federal component; November will be prorated from the effective date.
The meeting minutes define a “tweener” in the modification as someone over age 18 but being tried as a juvenile and housed as a juvenile until age 21. The board carried the modification as part of its consent-docket vote; no separate debate or roll-call objections were recorded in the minutes.
