Several commissioners told staff they were wary of approving deferrals that defer construction of sidewalks and other improvements to a future owner. One commissioner warned bluntly: "Deferral doesn't necessarily mean it'll happen," arguing past projects had left promised sidewalks undone and that future owners may not honor verbal intent.
Staff and HRG responded by drawing a distinction between waivers and deferrals: a waiver permanently exempts a plan from an ordinance requirement, while a deferral means the requirement must be satisfied later and—crucially—plans ordinarily cannot be recorded until conditions and comments are satisfied. The commission added a plan note reserving a sidewalk easement and conditioned approval on final verbiage and staff verification before recording.
