Administration: surveys under way, staff recommends Oct. 1 start to allow permits and signage

Town staff told the council they had surveyed the portion of Rawlinson from South Valley Road to Hazel and would re-send surveys for other portions; staff emphasized that permit enforcement requires operational steps — police input, permit issuance, sign ordering and installation — that need lead time.
A staff member said the initial Rawlinson segment survey returned 11 responses of 28 households, with nine of the 11 in favor of permit parking and 11 of 11 in favor of a one-way on the tight section. Administration said it would translate survey letters to Spanish and aimed to have surveys out by the end of the week; staff estimated 2–3 weeks for resident responses and time for analysis.
Because of the tight calendar (staff said there were only 19 days until Sept. 1 and noted 16 school days for Seton Hall in September), administration recommended implementing permit parking on Oct. 1 so town staff can complete outreach and logistical steps without issuing tickets before adequate notice. Council agreed to advance the ordinance on first reading and asked staff to return with completed survey results and final ordinance language at the next reading.
