"I am exhausted," Burnett said, describing repeated trips to council meetings and pleading for targeted relief for people who do not have driveways. She asked the council to take a "small bite" and apply permit parking where residents had requested it rather than expanding the district to blocks outside her neighborhood.
Council members acknowledged Burnett's long-term advocacy; the council and staff discussed how surveys and petition tallies will guide final boundaries and whether administrative timing allows immediate enforcement. The council ultimately passed an amendment that narrowed which Rawlinson segment would be included and moved the ordinance forward for further readings and additional outreach.
