The Moab City Council approved a task order on Aug. 11 with Bowen Collins & Associates to update the sanitary sewer master plan and to review impact fees and rate methodology. The contract amount is $109,479.
Staff said the update is required periodically and will evaluate capacity for anticipated development, prioritize capital projects and recommend a fee and rate structure. Currently, sewer rates are calculated using winter water use as a proxy; staff and consultants will evaluate alternatives such as a basic unit rate or meter-size based approach to address fairness and administrative burden.
City staff described two phases: a six‑month master-plan update and a subsequent four‑month analysis to recommend impact fees and rates. A staff member noted that the current winter‑usage method can be disadvantageous to second‑home owners and that a revised approach could improve fairness and administrative efficiency.
Council voted to approve the task order and authorized the mayor to sign. Staff will return with the completed study and recommended fee and rate proposals for adoption.
