Bartlett ZBA unanimously grants special exception for applicant’s storage container

The Bartlett Zoning Board of Adjustment voted unanimously July 13 to grant a special exception permitting a 10-by-20 storage container on property owned by applicant John Lamanna.
Chair Julia King opened discussion stating the Selectmen had denied Lamanna’s original request and that the issue centered on conflicting setback measurements: the board could apply a 20 percent centerline waiver (48 feet instead of the 60 feet required from centerline), but the container remained five feet closer than the 15-foot sideline the ordinance prefers. Peter Gagne moved to accept the application; Scott Grant seconded and the motion carried 4–0.
Lamanna told the board his neighbors did not object, saying, "I take care of all their property for no cost." The board reviewed the Zoning Ordinance provisions applicable to special exceptions and the sideline limits before proceeding. Board members discussed whether the container should be reoriented or screened; Richard Plusch suggested planting small trees around the unit.
After the special exception passed, Lamanna asked to withdraw his separate variance application. The board accepted the withdrawal unanimously.
The board’s action was procedural and limited to issuing the permit relief; the minutes note that much of the surrounding land is conservation land and that the Select Board previously reviewed the centerline measurement. The ZBA did not record any conditions beyond the consensus discussion about screening and placement.
The ZBA scheduled its next meeting for Aug. 10, 2026.
