Votes at a glance: Oregon City Council approves payroll, hires new police chief, and OKs economic grants

The Oregon City Council on Aug. 13 approved routine payroll of $61,723.25 and current warrants totaling $209,923.73, and it moved through several personnel and economic-development actions.
Council Member Melanie Cozzi moved to approve payroll and the warrants list; the motion passed on roll call with no nays. The council approved Ordinance 2024-010 updating the municipal police section and approved a revised job description for the chief of police. Mayor Ken Williams moved to appoint Matthew Kalnins as chief of police; the council approved the appointment, swore in Kalnins at the meeting, and later approved an employment agreement for him.
On economic development, the council approved a commercial lease subsidy grant for Jen's Artisan Breads LTD and adopted Ordinance 2024-011, the economic development agreement between the city and Jen's Artisan Breads; Mayor Williams abstained from both votes. The council also approved façade grants for Brooks Jewelers (113 N 4th Street) and for Noel Bruns (127 S 4th Street).
A proposed fireworks ordinance (Ordinance 2024-009) was discussed but ultimately tabled after council members raised questions about permit limits, time restrictions and wildlife impacts. The council approved an intergovernmental agreement with Oregon Community Unit School District No. 220 for a School Resource Officer at a flat rate of $75,000. The meeting concluded with routine committee and department reports and adjournment at 6:27 p.m.
