Commissioners examined submitted sales figures and proximity metrics; some members argued competition can be beneficial, but the majority said the market is oversaturated and the applicant’s submissions were insufficient to show clear public convenience or advantage. The board denied the application; one commissioner voted to approve but the motion failed.
