Planning staff told the board the project complied with zoning setbacks, height limits and floor-area rules; the planning commission had added a condition to plant larger screening trees to address privacy concerns.
The appellant argued the second-story bedroom window would invade privacy, that a 25-foot screening hedge would violate local fence/hedge height rules and that key grading-plan elements (tree protection, culvert proximity) were missing from the submittal. The project's architect said the house was deliberately narrow to limit sightlines and that the applicant had agreed to more robust screening. After public comments and board discussion, the supervisors voted to deny the appeal and maintain the planning commission's action.
