The Dickinson Management District board voted to approve an interlocal agreement with the City of Dickinson to fund law enforcement services within the district for the coming fiscal year.
The district's attorney explained the statutory basis for the agreement, reading that "To protect the public interest, the district may contract with a qualified party, including Galveston County or the city of Dickinson, to provide law enforcement services in the district for a fee." The attorney emphasized that the agreement is intended mainly to shift the cost of services to the district and not to change who provides or manages policing in the city.
Board members questioned whether the agreement had been shared in the packet; staff distributed a paper copy during the meeting and counsel noted the item also appears on the city council agenda the following day. The board discussed whether recurring quarterly board approvals of already-contracted transfers were necessary; counsel said best practice is to approve the agreement once rather than repeatedly approve individual transfers, to avoid giving the board the opportunity to breach its own agreement.
A motion to approve the interlocal agreement carried by voice vote.
