Sabor Petroleum fined $10,000 after underage‑sale plea at State Liquor Authority

Tracy Jong, counsel for Sabor Petroleum Inc., told the State Liquor Authority the licensee submitted a mitigation plan after multiple underage‑sale violations and trained employees on ATAP protocols. "We did have mechanical scanners and at the time of the incident the electric went down and the mechanical scanners were not working," Jong said, describing an electrical outage that she said contributed to the specific violation.

The board discussed the business’s steps — employee retraining, installation of ID‑scanning hardware and the hiring of a full‑time manager — but emphasized prior history. Chair Lily Fan noted the firm would face intensified enforcement. The board accepted the conditional no‑contest plea and voted to impose a $10,000 civil penalty, with commissioners warning that further violations could lead to larger fines or cancellation. Commissioner De Leon stated he would "accept the $10,000 penalty," and the chair announced the board would expect sustained compliance and monitoring in the coming years.

The licensee and its counsel were told to document the new procedures and the scanning equipment and to be prepared to present proof if they seek future mitigation. The board recorded the outcome as an accepted mitigation plea with a monetary penalty and monitoring expectations.
