City staff said the scope includes feasibility of gravity sewer, lift-station siting, phasing and cost evaluations to support grant applications. A public-works representative noted the work is tied to state priorities for the Indian River Lagoon basin and the city's BMAP commitments: "There is a state legislature that says by 2030, anyone within the Lagoon Basin who has a septic tank either has to connect to sewer if it's available or upgrade their septic tank to an advanced system," staff said.
Council members discussed competing infrastructure needs and whether grants make the study a timely investment. Vice Mayor Cole moved to approve the task order and the council carried the motion after discussion.
