Oak Forest selects HR Green for Oak Park Avenue resurfacing design after IDOT grant

Public Works Director Michael Salamowicz told the Council the city received Illinois Department of Transportation grant funding to resurface Oak Park Avenue (147th Street to 159th Street) in 2027 and initiated a qualifications-based selection (QBS) process. Six firms submitted proposals; a selection committee scored submissions and recommended HR Green based on prior city experience and specific familiarity with drainage problems on Oak Park Avenue. The Council approved the committee recommendation by roll call (6–0; 1 absent).
Salamowicz said HR Green will begin with a topographic survey to verify drainage and water outlet levels—staff suspects adjacent Forest Preserve wetland pond elevations contribute to persistent flooding. Councilmembers noted the city inherited this roadway issue in 2008–2009 and emphasized the need to negotiate final contract costs before returning to Council for contract approval.
