At the Nov. 11 committee meeting, Lubbock ISD staff explained how campuses enter improvement status and the district’s approach to monitoring progress. Staff defined a Targeted Improvement Plan (TIP) as a one-year plan for campuses newly identified for improvement (for example, an F rating or failing federal Domain 3 standards) and a Turnaround Plan (TAP) as a two-year, more intensive plan for campuses unacceptable for two or more years and subject to commissioner oversight.
Staff said the district uses a 'tight-loose' framework to structure TIPs and TAPs, focusing on high-quality instructional materials, strong Tier 1 instruction, consistent professional learning community (PLC) routines, effective coaching, and data-driven decision-making. Performance management is tracked weekly at campus and district levels to ensure implementation and sustainability.
