Joseph Foydela, a Mill Street-area resident, described a weekend volunteer cleanup on Mill Street in which he and others removed tires, mattresses and a couch from a marshy area near the Route 9 connector. He said the site is part of a neglected neighborhood and suggested the city explore converting it into a park with a boardwalk and organized maintenance to discourage illegal dumping.
Foydela thanked Parks staff and volunteers, asked that the city follow up about ownership and maintenance plans, and suggested scout and volunteer involvement while the city considers feasibility. The chair asked him to share contact information with the council clerk so staff could follow up.
