The Middletown Planning & Zoning Commission unanimously approved a site‑plan modification (SPR2024‑203) that relocates the proposed indoor athletic field building at 49 Randolph Road and adjusts parking, landscaping and utilities.
Attorney Sylvia Rutkowski and owner Zach Edinger explained the change is intended to improve safety by attaching the field house to the upper soccer fields so children need not cross parking or driving areas. Edinger said construction is not anticipated for perhaps two years and that plans may be phased with further permitting.
Staff told the commission the applicable timeline follows state statute: an approved site plan generally has five years to be completed, and the commission may grant an additional five‑year extension in appropriate circumstances. As staff explained to Commissioner Emery, "the site plan approved site plan has 5 years to be completed, and the commission has the ability to extend an additional 5 years." That clarification framed subsequent questions about timing for permits and construction.
Commissioner Nathaniel Spencer moved to approve the modification; the motion was seconded and carried unanimously. The approval requires the applicant to address standard departmental comments during the permit stage and to work with the city engineer/consultants on final revisions before construction.
