Commission backs Westport Business Park Lot 4 site plan, waives vehicular interconnection requirement

The Saratoga Springs Planning Commission on April 30 recommended approval of the Westport Business Park Lot 4 site plan and an exception to the typical vehicular interconnection requirement.
Senior Planner Kendal Black explained the proposal is for a single 50,821-square-foot flex warehouse building with 15 tenant spaces on a 4.93-acre site. Multiple parking ratios were used in the calculation because tenant uses could vary between warehouse, retail and athletic coaching; staff determined 112 stalls are provided while 102 stalls are required. The building is proposed at 32 feet tall.
Applicant Mark Johnson and landowner Larry Lindstrom described a 34-foot elevation change across the property that requires retaining walls and limits feasible vehicular connections to the adjacent lot. Johnson said pedestrian interconnection will be provided but vehicular interconnection is not practical because a drive-thru planned on Lot 5 could conflict with truck routing to warehouse loading docks on Lots 3 and 4.
Commissioner NH Rather moved to forward a recommendation for approval and to note condition #4 (interconnection to the property to the north) is not required; Commissioner Colton Miles seconded. The motion passed 6-0.
Staff indicated they had no unresolved concerns with connecting Stagecoach Drive to Lot 5 and said the exception was granted based on topographic constraints described by the applicants.
